Pursuant to  Decision No. 312/ QD-TCCB/ HDQT dated October 16^th, 1996 of Management Board of Viet Nam Posts and Telecommunications Corporation on agreement the regulations on organisation and operation of Ninh Thuan Posts and Telecommunications ; Its functions and duties are detailly stipulated as follows :

     1.  Organising, establishing, managing, operating, and developing Posts and Telecommunications, Informatics network to trade and serve according to projects, plans and development orientations  of VietNam Posts and Telecommunications Corporation.

     2.  Guaranteeing communication for serving the Party’ s leadership, the local authorities, the departments, the people in socio- economic life in Ninh Thuan province and other areas in order to reach the targets.

     3.  Managing, developing and using effectively sources of capital; performing its duties to the province and the others assigned by Viet Nam Posts and Telecommunications Corporation.

    4.  Designing, constructing the speciality of information and communication, information technology; trading  materials and  equipments of Posts- Telecommunications- Informatics; Coorperating other Universites, Institutes in training information technology of levels: A, B, Intermediate level, Expert for cadres, officials, and people in the province with the purpose of developing manpower resources of information technology for Posts and Telecommunications sector and the province.
