DECISION OF NINH THUAN PEOPLE’S COMMITTEE
On approving adjustment Phan Rang-Thap Cham town general plan
 up to the year 2020

 
NINH THUAN PEOPLE’S COMMITTEE

 

     - Pursuant to the Law on the organization of the people’s council and the people’s committee passed by the Socialist Republic of Vietnam on 26th June 1994;
- Pursuant to the Decree No.91/CP dated 17th August 1994 of the Government on promulgating the urban planning management regulation;
- Pursuant to opinion of Construction Ministry at the consent letter on the adjustment content of general plan of Phan Rang-Thap Cham, Ninh Thuan province No. 2381/BXD-KTQH, dated 17th February 1999;
- On the proposal of the director of the Construction Department at the official letter No. 68/SXD-QH dated 17th February 2000.

  DECIDES:

  Article 1: Approving adjustment Phan Rang-Thap Cham town general plan up to the year 2020 as follows:

  1/. Property:

       To be the polictical- Economic- Cultural and Scientific center of Ninh - Thuan province.
  To be the tourist, trading and service centre of the Central VietNam.
  To be the communication junction of the Province and the Area.

  2/. Scale:

       Population: Up to the year 2005 will be 200.000 inhabitants, of which population: 140.000 person; Up to the year 2020 will be 300.000 inhabitants, of which urban population: 220.000 inhabitants.
  Land: Up to the year 2005 will be 7.761,8ha, 39m2/inhabitant on the average including suburban areas; up to the year 2020 will be 8112ha, 27m2/ inhabitant on the average including suburban areas

  3/. Orientation of urban space development:

   3.1 Expanding city area in 2 directions as compared with old plan:

       Expanding the East direction to the sea forming development axis connecting the old town with the tourist area along the sea
  Expanding the East West direction to Thap Cham railway station forming development axis along 27 national highway (mainly the North) connect the old city to the main communication network (railway station, airport), Cham tower vestige and industial zone.

   3.2 Developing the city forming 3 concentrated urban zones:

     Old urban zone: develop mainly along Thong Nhat- Le Hong Phong street and along the west of Ngo Gia Tu street. Its main function is to be administrative center of the province and the town.
The new city on the north: develop mainly towards the sea (on 2 sides of 16/4 avenue). Its main function is to be a cultural- sport, tourist and trading center.
The new urban zone on the West- North: develop mainly along 27 national highway and Ngo Gia Tu street streching to Thap Cham railway. Its main function is to be a industrial storage center.

  4/. Functional grouping and main technical parameters:

    Agree with the plan. However the administrative center of PR-TC town plan should be located on 16/4 street where is suitable with the general plan and convenient for the government, management as well as contacts of organizations and people.
   As for land partition plans, projects building, garden house, villas shall be applied the norm of not over 70 m2/person.

  5/. Notes:

     -  Because the space of the town is formed along 27 national highway- 1A national highway, the management of using land for building houses on the two sides of the street need to be pay attention to limit spontaneous urban development.

     -  Landscapes protection: it’s necessary to have solutions to preserve Cham tower vestiges, natural scenery on the two sides of Dinh river, low mountains around the town.

     -  Architecture: besides on the street architecture, it’s necessary to have a policy to develop garden houses and some villa zones combining to tourist purpose. Attention should be paid to ensure the new construction in the area not destroying the scenery and obstruct the existing vestiges.

     - Technical infrastructure: base on the general plan, it’s necessary to have investment plan on development of synchronous infrastructure system, avoiding patching up especially in newly- planned zones. Because some streets were excuted before the approval of the plan (Ngo Gia Tu street, expandation part of 16/4 street lengthern …). In execution the project of the general plan, attention should be paid to make some technical adjustments suitable to the existing construction works.

Article 2: Construction Department shall be responsible for studying, compiling and submitting the suggestion to Ninh Thuan People’s Committee for promulgating the regulation of construction management  for PR-TC town  basing on the approved  general plan adjustment.

Article 3:

   3.1 PR-TC town People’s Committee and Construction Department shall be responsible to carry out the plan and co-operate in construction management in order to keep the development of the construction in the city in accordance to the approved plan.

   3.2 PR-TC town People’s Committee shall be responsible:

   -  To organise the preparation of development project building inhabitant zones outside the city.

   -  To organise the preparation of project on upgrading, reforming and newly-building of technical infrastruture systems in the existing inhabitant zones.

   3.3 Construction Department shall be responsible:

   -  To make public plan after its approval.

   -  To co-operate with Cadastral Department and other relating departments in preparation and implementation of detailed plan of using land at newly- developing areas in accordance with the approved plan.

   -  To organise the preparation of land partition plans and investment projects for building technical infrastructure in the newly-established inhabitant areas to meet the development requirement of the town, it’s necessary to have a policy of mobilization capital for implementing plan.

   3.4 Other public projects shall be assigned according to the actual situations.

   3.5 The Planning and Investment Department shall be responsible for balancing adequate capital yearly to carry out projects of the approved plan.

Article 4: The Head of Provincial People’s Committee Office, Chairman of PR-TC town People’s Committee, Directors of the Construction Department, Plan and Investment Department, Finance-Price Department, Cadastral Department and Chairmen of affiliated departments shall be responsible for  implementing this decision.
